Idk people misunderstand "Do I have the right" a lot. They think it's a question of "Does the Doctor have the right to nip a fascist uprising in the bud before it begins", so they think the answer is "yes of course, it is always morally correct to save the universe through one ruthless act" but that isn't the point. Genesis of the Daleks shows us a 1000 year war of attrition where the Kaleds are eugenists paralleled with the Nazis and the Thals use slave labor, hell bent on annihilating each other, but the only reason the Doctor is even on Skaro in the first place is because the Time Lords sent him there to do their dirty work enforcing their will upon the universe again. EVERYONE in Genesis of the Daleks are the fascists. So no, the Doctor isn't agonizing over whether he has the right to commit a genocide because he doesn't want to get blood on his hands doing the right thing, it's because he doesn't want to be USED. He doesn't want to be a weapon for the Time Lords to use to decide who gets to live or die in their universe.
