The basic issue seems to be this, are we to regard the Eskimo as a fully privileged, economically responsible citizen with the right to spend his income as he pleases, or are we to regard the Eskimo as backward people who need special guidance in the use of their income?... I personally feel that if we are realistic we must consider the Eskimo to be in the second category.
