I've always assumed they were pictures of people they've captured previously and kept around to torture/fuck for a bit before killing them

They're hard to see well enough to notice if they're any of the people that are in the town tho

Maybe Vincent sees the wax figures as keepsakes of people- so Bo takes pictures as his own?
