You see up there in the post the different little buttons for bold, italic and scratched, also two signs that should stay gray. So for usual if you want to add a link you just put a text, mark it and then the two signs who were grey before become a darker grey. The sign that looks like an eight is supposed to ADD links, the other one is to BREAK links and make the previous link unusable

So if you mark a text and put a link in you have two sections being Link url and TITLE the title is that what comes up if you hover over it. You can also not add a url and just put in dots, so you only use it for hover information 

I never tried with people mentions but it should be quite the same
