as many emulators are open source, you can easily find them on platforms like gitlab, sourcehut, and codeberg, or github if you have to (i wouldnt recommend it, its owned by microsoft and i doubt they have anyones interest at heart besides their own)
you can even find retroarch for free on platforms like steam
but the legality of emulators does not equal the legality of piracy
piracy is illegal, both in the act of obtaining unlicensed game files from the internet and in the act of distributing those unlicensed game files
i cannot recommend you use platforms like thepiratebay, isohunt, vimms lair, or freeroms dot net, which are all designed for piracy
i also cannot recommend using sites like the internet archive for piracy by entering queries like "cracked" or "romset"
i especially cannot recommend using peer-to-peer platforms like soulseek to share or recieve pirated content including music and older game files
from all our legal bases, it seems the only thing we can do is purchase games legally
