That is quite literally the fucking point.

It's meant to be obvious, it's meant to be easy to imagine that someone with Cole's position would abuse it in such ways. Because it makes you think of what else he can and would do, and then points the mirror back in your face for so easily imagining it and being so desensitised to the ongoing abuse and degradation indigenous peoples are still suffering today that you would even consider doing so. And it doesn't shy away from showcasing how other those from the same cultural background or other repressed demographics feed into that to save their own skins or feel like they have a moral high ground in very specific situations.

And it's what the film manages to do with that obviousness that makes it stand out, simply for the fact that it sheds light on the even more utterly horrific things that men, and women, like him were doing to Māori in that time and that people like them are still doing today. Case and point; the continued displaying of stolen Māori artifacts and literal body parts of Māori people that they refuse to release back to the descendants of the Iwi they were taken from.
