He was expecting a Goku far above what he’d been vs Vegeta and… actually thought Yamcha had to be him. And Yamcha had, at this point, peaked and sorta started falling off, hitting diminishing returns. Meaning the others still had to have been well above that. Sometimes you need more than just charts to figure out how strong someone is. Jussayin’.
