Part of the reason he fell off I think was that it started getting around in 2007ish that his real name was Ned and he wasn't Mexican which made his Mexican jokes seem a lot more offensive. (Nobody gave a shit if you spent half your set making fun of people with learning disabilities back then, though.)
There was a period in the 2000s where stand-up comedians were greatly rewarded for creating an entirely fictional story about their lives. Jeff Foxworthy of “Blue Collar Comedy” and “you might be a redneck…” fame is named Jeffrey Marshall Foxworthy. His dad was an IBM executive and he was raised in the largest city in the South
The main part of Mencia's fall from fame was that Joe Rogan (before he went completely around the bend) accused him of stealing jokes, on stage, with corroboration by one of the comedians he allegedly stole from (Ari Schiffer), ON CAMERA. The Court of Public Opinion did the rest. The recording is still available online, and will probably give YouTube an uptick in ad revenue in the aftermath of Mencia's arrest.
