Ngl, this is a tough question. I honestly love every interaction we get of these two.

I think if I had to pick, it would be the scene in the hotel where Arthur helps Eames with his IV. Others have pointed out that Arthur did not need to do this. If he really wanted to someone with this, the more logical options would be Ariadne or Saito, the ones who are the least experienced of the group. But Arthur chose to help Eames instead. Chose to kneel next to him, touch him and have a moment with him before they separate.

"Security's gonna run you down hard." "And I will lead them on a merry chase." "Just be back before the kick." "Go to sleep, Mr Eames."

There's so much going on in this exchange. Eames being concerned about Arthur facing the projections all alone, Arthur reassuring him with a joking tone, the way they smile at each other (Arthur's dimples!). They're so soft with each other in this moment and I'm obsessed. Also I have questions about the way Arthur says 'Mr Eames'.

Tbh it was really close between that and the scene in the taxi after they were attacked by Fischer's projections. The "Are you alright?!" "Yeah, I'm okay, I'm okay." This moment stands out to me because Arthur is a very unflappable character. Dreams collapsing, projections attacking, Cobb yelling at him - whatever happens he remains relatively calm. He might be visibly annoyed, but he never raises his voice. The one time in the movie where he loses his shit is when he thinks Eames might be hurt. He screams his concern at Eames, even though they didn't know about the sedation yet, so as far they knew getting killed just meant waking kill. Yet Arthur still reacted like that. He didn't check on Fischer or Saito, just Eames.
