That ideal distribution is just socialism. The top 20% would be people who choose careers that are actively and inherently harmful to their mental/physical health because they need to be done, like EMTs and sanitation, while the bottom two quintiles would be those who cannot work or are still obtaining an education or otherwise unemployed but are still supported to a standard of living higher than the 4th quintile experiences presently.
