trust me i do blame both. my point in this post was to say that otto wouldn't have gotten nearly as far as he did in usurping the chosen heir and starting a civil war if viserys hadn't been such an incompetent excuse for a king. viserys was neglectful of his priorities to his daughter and heir and completely lacked any insight or even foresight to the dangerous situation that was building underneath his feet for decades. instead he stuck his head in the sand for the last decade of his reign and let his daughter deal with the aftermath of his complacency
