Just because they can't hear the sounds doesn't mean the sound waves don't hit them. Usually, deafness is caused by damage to the cochlea. It's a small part inside of your ear, and through a small process, it's what picks up the sound waves. The cochlea not picking them up to transmit info to your brain will not stop the sound waves from hitting every inch of your body.
