The hierarchy of power among the senior staff of Voyager, based on this one person’s understanding of the show (divorcing any ‘this show was made in the 1990s so the hierarchy of power depends on the actors’, i.e., a literal read of contextual canon and not production nightmares). Barring Neelix and Kes, who are genuinely and purely civilian (important but so far removed from the Federation they aren’t included).
1. Janeway. Obviously.
2. Chakotay, barring the pilot episodes.
3. Tuvok.
4. B’Elanna. Hear me out — the ship would be fucked without her and Janeway knows.
5. Tom. He shouldn’t have been this high but he was.
6. Harry. Sweet, naive, questionably important, but being reared to maybe one day be captain.
7. Seven. Janeway gave her too much lee-way, but if Janeway died I think she’d be treated as a consultant.
8. Doctor. He’s 100% required for the wellbeing of the ship. He has minimal power and is at risk of the whims of the acting captain.
