For context The Big Breakfast (the show this is from) was always like this. People would show up drunk or hungover, they would swear or talk about sex or drug taking, there was always something wild or controversial happening. The Muppets are very much just doing what they always do which is conform to the genre that they are currently in.
Big Breakfast was the flagship of Channel 4 programming in its early days. Channel 4's whole schtick was that they were subversive and controversial (which in some ways they still are, but now it's more in a "Grandma got arrested a bunch at protests when she was young and will tell you cool stories about it now" rather than "edgy teenage trying to shock people at Christmas lunch") so they came up with the idea of a late night style show but shown at the time of a breakfast show. It was wildly popular, and is still fondly talked of. Sometimes they do one off specials for big events and C4 anniversaries.
The most important thing about The Big Breakfast is that basically everything that happened on it was just sort of acceptable. Even if it was something that would otherwise get the person into trouble it was just sort of "oh, it's the Big Breakfast, these things happen". Which is why you're now watching 2 icons of childhood programming simulate a sex act on British television at 8am.

Reminded of that time the xkcd guy was trying to research what sports equipment would be most effective for destroying enemy drones in flight and he looked up a bunch of stats about pro tennis player accuracy against stationary targets like 40 feet away, and figured that a reallyĀ high level tennis pro mightĀ be able to hit the drone in 5-7 shots if they had the time and even then probably wouldnāt do enough damage to disrupt it more than momentarily.
