originally i was gonna draw him in ACTUAL clothes, that would've been a homage to his dad's outfit, but i started with the Milotic swim shorts/spats, and it turned into his casual/swim outfit instead. kinda fitting tho, since he's usually in boat shoes and swimwear 75% of the time anyway
he wears BOTH swim shorts AND swim trunks bc the swim shorts are a little form-fitting and he's a little self-conscious about that when doing not-swimming things, so he layers up with the swim trunks too until it's time to get in the water. usually keeps his glove on too, as he's REALLY self-conscious about his scarring, so the glove is a combination of water-proof fabric and wicking athletic/swim fabric, so it dries super quick
the "charm" on his necklace is ofc his keystone for mega evolution, and he tends to have a pair of swim goggles on him too, but usually keeps them in his bag rather than wearing them all the time
he's pretty laidback and easy-going, not really having any idea what he wants to do with himself or his life ever since he resigned from being Emerald Champion; that was supposed to be his Goal, his Life's Ambition, but after being traumatized by the events of base OR/AS, and then again by the post-game once he became Champion, he realized he didn't want to be a sacrificial lamb, and that if a situation ever arose that required him to fulfill his oaths to give his life to protect his country, he wasn't sure if he'd actually be willing. but he loves his pokemon and he loves battling, and is a master-rank trainer, so naturally he eventually wound-up on Pasio, since unemployed with a lot of free time? and the resort island whose whole purpose was to have fun, low-stakes battles with other trainers? hell yeah he's booking a flight right now and he's bringing his travel watercolors with him it also helped that he knew Scottie in a professional capacity when he was Champion, and Scottie's been very eager to make introductions on Lear's behalf to other high-tier League officials, so he really just had to text Scottie for a solid and wound up in an executive suite in one of the nice hotels <3
