Tiné's arc is that she wants to her tribe's land back, but Gil keeps asking "why do you care?" and she doesn't know how to answer until she has a genuine emotional reaction to the Gugalanna threat, screaming that she wants her land because her siblings are part of it now. A compatibility summon should make it easier for Tiné to connect the dots that family is what matters to her, so I would go with Huang Feihu, who carries the rest of the Huang family as sub-summons in his Saint Graph. She also has a side issue with her delusions of adulthood, and I think Tianxiang can help with that since he fights alongside his father and brothers while still being fully recognized for the child that he is. Nitocris is another good candidate as someone who died for to avenge her siblings, but she's a bit more likely to enable dangerous ideas.

The Chimera already summoned without a catalyst.

Tsubaki arguably summoned without a catalyst since the Malla microbes are part of her now, but removing that from the equation, I think a comatose girl would easily draw Nightingale or Asclepius.

Orlando has been explored enough to reveal everything he cares about, but not to reveal why he cares about those things, so that's a difficult spot. We have quite a few "defend the common citizen" options to explore, but what Orlando wants is a group effort and very few of the justice-brained are team players, let alone leader. Funny to go with a FsF pick here, but I think Hippolyte is his best bet.

Jester only wants to see a shining example of Human Order at its most venerable, so the easiest pick is Romulus, the human who later becomes the human god of humanity.

Flat already summoned without a catalyst. Thia is claiming credit for this one, but I consider Flat an equally appropriate source, and unlike Tsubaki's situation, I don't think Thia and Flat exist separately enough to warrant giving Flat a different summon.

Ayaka is an anomaly so I'm more willing to give her abnormal Servants, and the Dragon of Albion is straight up part of her backstory, so she gets Fairy Knight Lancelot.

Bazdilot is the easiest pick. Immediately upon getting this question my first thought was "Bazdilot goes with Sei Shounagon". Just a couple of buddies who have powers directly tied to emotion (Nagiko's NP weaponizes nostalgia and unleashes bottled up sorrow, while Bazdilot's magecraft specialty is using Domination on himself for things like not reacting with his girlfriend was killed or minimizing his sleep so he won't have to dream) and a history of becoming someone's subordinate and quickly deciding their boss's life was more important this their own, but then the boss dies for political reasons and their head gets filled with vengefulness against the leaders of the country (even if Nagiko never went through with it because her default mindset is "what if Lady Teishi watches me from Heaven and is disappointed to see me not being the same happy Nagiko I was with her?"), uses art for mourning (Nagiko writing the Pillow Book to immortalize her happy times with Teishi, Bazdilot playing Requiem on the fridge piano for Galvarosso), but still, overall, they're primarily defined for their faces never showing a single sincere emotion in any moment of their screentime.

Rin is already bound to Archer, but Doris could draw Shutendouji.

Francesca already summoned without a catalyst.

Faldeus's main issue is that his beloved nation is belittled by the world of magecraft for being too young, so Tutankhamen would be nice as a validating example of hyper competence at youth. On the practical level, too, Tutan is fascinated by underhanded tactics and unsettling willing to die once he outlived his usefulness. I don't know what more Faldeus would want.
