If a jirai tells people that they don't want people following what they do multiple times, it's useless to report them
And no, simply posting about it isn't "encouraging" it. It's not the jirais responsibility to control what people do after seeing a post regarding sh, they can't control other people.
The only time It should be ACCEPTABLE to report a jirai is if they are actively manipulating and encouraging people to do self harm
