See, part of the conceit of the PotC trilogy is that all myths are true. Nearly every supernatural element in the franchise has a root in some real world mythology or pirate lore, although some of them are mashed together.

Another thing is that they take place at the end of the Golden Age of Piracy, and the more the map gets filled in, and the more the Royal Navy takes power, there less room there is for the mystical and supernatural in the world. This is explicitly called out in At World's End with the death of the kraken:

Barbossa: The world used to be a bigger place. Jack: The world's still the same. There's just... less in it.

The only way to access the world of the supernatural is through the supernatural itself. You can only get to the Isla de Muerta with Jack's compass that points to whatever you desire, or if you already know where its is. You need Tia Dalma's map to find the edge of the world. To access the supernatural, you need to already be immersed in it.

When we go to Tortuga (or any pirate controlled space) we leave behind the sensibilities of the real world and enter this bizarre perpetual revel of debauchery and violence that could never sustain itself in a world bound by sense.

That makes Jack our Puck character, a trickster of tricksters who can invert your fortunes just by letting him talk to you.

Will is born to the supernatural but has to rediscover it.

Elisabeth decides to embrace the supernatural, and wow does she take to it like a fish in water.

Jack dances like a madman on the edge between the supernatural and the mundane. As long as he keeps the dance going he can't lose, but the only victory he can have is the next step in the dance.

Barbossa (and to an extent all the pirate lords) bargains with the supernatural. He stands to gain a lot, but always at a terrible cost.

Mr Gibbs plays by the rules of the supernatural. He doesn't get greedy. He doesn't ask for more than he gives, and the supernatural treats him fairly.

Davy Jones tried to live by the supernatural, but it consumed him.

Elisabeth's father tried to ignore the supernatural, for all good that did him.

Beckett thought he could control the supernatural. He was wrong.

The Spaniards in Stranger Tides refuse to play games with the supernatural and opts to smash the board instead when they refuse the fountain of youth.

'what? no!' i say. 'we're already short staffed and they borrowed another person of our team this week, AND we're dealing with a new program without having the time to get used to it. if they don't give the ressources to do this on time, they don't get it on time. don't burn yourself out.'

'but i can do it, i like working on this!'

'yeah and if you pull a miracle they'll get used to it and never give you the ressources you need. they need to learn.'

'but the deadline is close!'

'we're not doing emergency medicine. nothing we do is urgent.'
