Spirit Halloween's are the Fae Carnival. They move around, popping up in random locations. Empty warehouses, old parking lots, garages left unattended for 8 hours... But only in October. And then its gone. You /think/ you know someone who worked at a Spirit Halloween, but you can't quite remember them. And everyone knows that the Fae are good at business.
