It pisses me off as a sociologist so much when you have a huge city with like 10 million people living in a contiguous urban area, but the city is legally defined as just a smaller area near the center so it's like, the official population is only like 3 million even though there's literally no actual separation on a social level between this legally defined area and the huge contiguous urban area surrounding it. Paris is one such city when the actual Paris urban area is basically the entirety of Ile de France.

"Metro area" is a hell of a concept and in America, The White Flight will often fight to never be recognized as part of the city because it means their property taxes going into helping racialized folks who live in the city. For instance, Philadelphia is one of the poorest city in America in terms of how much money they can spend because the suburbs have control over their tax spending over a lot of issues (due to public transit going into the suburbs) without contributing to tax burdens.
