it’s still on-going, with 9 chapters uploaded so far. It’s mostly a character study that follows Riza’s life, since her most early childhood to the events of the manga and beyond

Acording to the FMA wiki, Riza was born in 1889

And the Ishvalan Civil war occurred on 1908

So Riza was only 19 when the extermination happened.
