Here is me trying to fix it: Equip 1, Equipped creature cannot attack or defend unless it is worthy(A creature is worthy if it is Legendary and has four or more different counters and/or auras attached)
I know this doesn't fix clearly unworthy according to lore characters from being able to use it, but it wont exclude a random type that only exists in one set. But it makes you have to work to be worthy, and makes it possible to become unworthy.
