Card drawn: Ace of Wands in Reverse

That is a No. Aces in reverse are No cards. Specifically, the Ace of Wands in reverse means no seed of Harry's loins at the meeting (as per the phallic imagery of the card itself), or more generally delays, blocks, creative blocks, lack of energy/passion, being stuck, uncertain about how to move on with a project.

The card is definitely saying No. There were no kids at that meeting. They did not see Grandpa.

There are hints of a blockage or delay that caused the meeting not to take place, something that Harry could not wave the 'son of a king' card to overcome - passport issues is what comes to my mind, but it could be something else. With the Ace of Wands involved the delay may be because of some 'creative' paperwork in the past.

I did not expect the cards to say No to this question.

Underlying Energy: Eight of Pentacles in Reverse

This is the apprentice card, where you learn to master a skill. In the reverse, it is a lack of skill, a rushed job, poor quality, lack of motivation, laziness, mediocrity, bad reputation etc.

What is coming across for me is a 'can't be bothered' energy. I think that one of the reason the kids were not taken to the meeting is that Meghan could not be bothered looking after them. It could also be that them showing up would reveal a poor job of some sort, Meghan's lack of skill as a parent (and also Harry's), or reveal something dodgy about them.

I was not expecting this answer at all. I asked again, using a different question (did the children meet with The King last week) and also got a No answer - the King of Wands in reverse (Meghan) over the Two of Pentacles in Reverse (not able to juggle things around, 2 pentacles = 2 kids). Both readings were wands over pentacles, so creative/generative energy over money/status, all in reverse, which I think tells a story of its own.
