i hate when people ask me really deep-cut hyper-nuanced wibbly-wobbly impossible-to-answer questions about dc canon, such as "how old are the characters supposed to be"

The character with the name "Tim Drake" was "deaged" (quotes because the way I don't really feel like it's the same character) to 16 in New 52, which, by the way, at the same time Dick was deaged to 21. This was not a Tim-exclusive event.
A lot of retcons happened within the Rebirth continuity in stages, not fixing the ages right away, but sort of implying to via restoring years of history to various characters.
Much of Tim's history (beyond his backstory which was reestablished earlier) was reintegrated in 2019.
Followed by the 2021 soft reboot which took the casual stance of "everything is canon" or in effect "let's pretend post-crisis never ended and things just continued from there even though they officially hadn't before".
Every comic he's been in since then has both treated him as an adult and given context clues that he is and sometimes specifically that he's at least 21. Not stating an exact age doesn't change this and "the writing doesn't really reflect that" is patently false.
He he's been to clubs, he's been to a bar, he rented a boathouse, he drinks wine with his boyfriend, his boyfriend is in university, that same boyfriend is reiterated to have gone to high school with him previously with years in between that they didn't see each other and they are implied to be the same age.
"the writing doesn't really reflect that" is bunk
And the only comic sequence since that treated him like a teenager was literally a flashback.
Literally if you see him as still 17, you are actively deliberately trying to be obstinate about it.
