Well, translating is making meanings from one language go into another, right? So if I want to translate the phrase 'an apple' into French, I would say 'une pomme'. It has the same meaning, different words. Now, for transliterating, it's the same thing but with sounds and writing systems instead of meanings.

So if I was transliterating the phrase 'an apple' into a different language or writing system, what I would do, instead of finding words with the same meanings and putting those together, I would find the right sounds and their representations (letters, characters, symbols...), or as close as I can get, and write that. So the way the phrase is said is the same or really close, but the meaning doesn't move across languages. It's all about the sounds.

Or, as Google puts it, Transliteration is the conversion of a text from one script to another. For instance, a Latin transliteration of the Greek phrase "Ελληνική Δημοκρατία", usually translated as 'Hellenic Republic', is "Ellēnikḗ Dēmokratía".
