Killed an enemy who surrendered – multiple accounts, once she has the information they need what use are they alive?

Plundered private property – once, she needed that necklace and besides its owner was likely dead already.

Purposeful disruption of public communications – multiple accounts, specifically during the 4th Corporate War.

Deliberately targeted populated civilian areas – she’ll blame Smasher for this one, man never took gigs unless civilian casualties were a guarantee. Occasionally Victoria just happened to direct him to more heavily populated areas than perhaps necessary (listen sometimes he'd be in a mood and she didn't wanna deal with him being a grouchy motherfuck-)

On the less war crime level, she has also committed blackmail, coercion, arson (once, it was a bad day,) computer fraud (a lot,) emotional abuse, invasion of privacy, and forced her half-brother to commit suicide. And probably so much more that I haven't even thought of rn.
