Can we talk about Sub-commander Tal for a second? I love him.
So it's clear that someone at some time has told Tal to never take his eyes off the view screen and he took it literally. What isn't clear is which of the following is true...
Tal takes the view screen so seriously that he hardly sleeps and this is why he is a basket case.
Tal cares so much about his crew that everything else takes a back seat priority in his mind. Including the entire room.
Tal really just is a bit of an air head.

Tal runs into the room with the cloaking device, checks on his downed crewman... Twice, stands up, looks around, literally puts his hand on the console, and then notices the giant obvious cloaking device is missing. Charvanek is like "Are you kidding me?"
And then him chasing off after the Enterprise shooting at nothing in a straight line? How long did that go on for?

Idea: Sub-Commander Tal is so done and over everything in the galaxy that whatever he encounters distasteful, regardless of what rank it is, he uses the same words... "You're grounded." Think about it, you can insult your enemy's mother, you can cut them to ribbons verbally, you can make them sad, but nothing is quite so devastating as "You're grounded."
