To explain the joke at the 3:01 mark: Spiro Agnew was the Vice-President of the United States at the time. President Nixon had promised during the campaign that he would expand the role of the Vice-President, but after the election it became clear he was unwilling to do anything that might appear to be giving up any of his own executive power. He famously lost his temper at Agnew in front of others for trying to attend committee meetings. He was also generally very unpopular with the public, and was the first major Republican politician to accuse the national news media of systemic liberal bias.
