Canonly, Netossa has no kingdom of her own. From this I kinda went off while thinking about how they met and became a couple:

Netossa loses her small kingdom to the Horde when she’s younger after the first Princess Alliance broke apart. I see them around Glimmer s1 age

She goes to Spinarella’s more advanced kingdom, which is now isolationist, asking at her throne room asylum for her people

Spinarella says that she can’t do that because their resources are limited with the war and that Netossa should go back and retake her own kingdom

Netossa says that they can provide protection for Spinarella’s kingdom, Spinarella says that they couldn’t even protect their own

Netossa gets mad and challenges Spinarella to a duel to prove she’s strong and Spinarella is surprised but excited to see someone not treat her as fragile

They duke it out in public for hours and they’re evenly matched

With that out of their system they start to reflect and cool down

Spinarella seeks Netossa out to apologize but Netossa says Spinarella only says that because she sees her now as an asset, but she gets the pressures of running a kingdom and that she’ll leave once her people are ready as they don’t feel welcome

Spinarella gets increasing pressure to kick the refugees out but after spending more time with Netossa and listening to her she’s rethinking the kingdom’s policies

She secretly visits and provides aid for Netossa’s camp and Netossa finds out

The Horde attacks to sack the kingdom, but with Netossa and her people’s help they defeat them

They save each other during the battle and turns out they make a great team when they combine powers. They start the “who defeats more Horde soldiers” game

Spinarella offers Netossa to stay but that if she wants to leave she gets it and they’ll give them resources and weapons
