"How can MCU!Peter have Green Goblin if there isn't a Norman or Harry Osborne?!" "How will we get Green Goblin in the MCU if Peter knows what will happen?!"
Ok, hear me out, we know that MCU!Peter is going to be a close friend of the X-Men... so what if:
Madelyne Pryor playing double duty as both the Goblin Queen and the MCU's Green Goblin.
NOW BEFORE ANYONE SAYS ANYTHING, I do think that Peter should get his own villains before this, preferably Doctor Octopus (Carolyn Trainer), Electro (Francine Frye), Sin-Eater, Kraven and/or Venom. As while yes, Vulture and Mysterio are Spider-Man villains, in the MCU they were motivated by the actions of Tony Stark. They didn't feel like Spider-Man villains motivational wise.
There's also the fact that I don't think (or more so hope we don't) we're getting Madelyne Pryor in the MCU for a couple of Movies.
But I genuinely think that Madelyne Pryor actually fits the bill for a Green Goblin in the context of the MCU. Jean Grey is being set up to be close with Peter, and with Madelyne Pryor being a clone of Jean it fits the bill of someone close to Peter being the Green Goblin. Not to mention that Jean's actions towards MJ during BND mirrors what happens with Goblin and Gwen Stacy. Not only that but we could get Hobgoblin this way considering I'm pretty sure when Ned Leeds is Hobgoblin in the comics he's been brain washed. What else did we see Jean Grey do that Madelyne Pryor could likely also do?
I'm not saying that this is going to or should happen, I just think it would be fun and an interesting switch up from what we usually get from a Green Goblin story. It would also be fun for the MCU to have a character fully be an actual recurring villain for a change, which I also hope they're doing with Dr. Doom and Mr. Sinister, since I think they're at their strongest when they are always a viable threat.
