Engineering change sets up Inter State Transmission System tariff battle
Inter State Transmission System development under Krishnagiri REZ Phase-I has reached an important stage after PFC Consulting issued Amendment No. 05 before commercial competition. The project is being tendered through a single-stage, two-envelope electronic process followed by e-reverse auction.
The package includes 765/400 kV and 400/220 kV pooling substations, 765 kV transmission corridors, STATCOM, bus reactors and switchable line reactors. The selected TSP will handle design, engineering, procurement, construction, commissioning, operation and maintenance under a BOOT framework. The scheduled implementation period remains 30 months.
The key amendment changes Clause A.20. Multi-circuit tower design in protected areas and Right-of-Way optimisation in urban locations must now follow CEA 2022 technical standards instead of project-specific reliability language. This is important for Power sector reforms because standardised engineering rules can reduce interpretation disputes during execution. Inter State Transmission System bidders gain clarity, but must maintain statutory compliance throughout execution. Qualified bidders include Adani Energy Solutions, Dilip Buildcon, PNC Infratech, POWERGRID and Resonia. Inter State Transmission System pricing is not yet disclosed.
