POWERGRID has commissioned several components of the Rajasthan Phase IV Part 1A Inter State Transmission System, but the transfer corridor remains incomplete. Four transformers totalling 4,000 MVA were charged during April and July 2026. The Bikaner line loop-in was charged in March.

The 682 circuit-kilometre Bikaner-III-Neemrana-II line drives the schedule. CEA anticipates April 2027 against the original December 2025 target. Recorded progress includes 905 tower foundations, 896 erections and 349.22 circuit kilometres of stringing.

Power Grid projects must be assessed component by component. Charged transformers create partial capability but not a completed corridor. EnergylineIndia.com explains this distinction. The Rs 4,741 crore Inter State Transmission System requires construction, stringing, testing and successful charging. The monitored date is indicative. The Inter State Transmission System should not be described as wholly unavailable, yet the unfinished line restricts full transfer capability. Successful line charging remains the decisive milestone for the Inter State Transmission System.

A seven-fold imbalance marked the Real-time electricity market India session on 12 August 2026. Purchase bids reached 31,225.5 MWh, while sell bids totalled 4,225 MWh. All 4,225 MWh cleared at the Rs 10,000/MWh price ceiling.

All offered energy found buyers. Not every purchase bid was served. Nor do uncovered bids prove involuntary consumer curtailment, because the evidence omits participant identities, bid conditions and follow-on procurement.

The RTM market in India also recorded a maximum block purchase demand of 2,000 MW against 300 MW of sell and cleared volume. Those MW snapshots cannot be added separately to daily MWh totals. GUVNL’s approved Short term power contract is designed around Gujarat’s morning and evening peaks between October 2026 and March 2027. The Gujarat Electricity Regulatory Commission authorised quantities ranging from 490 MW to 1,200 MW.

Tariffs are Rs 9.97-9.98/kWh in October, Rs 9.98/kWh from November through February and Rs 9.99/kWh in March. Some offers initially priced at Rs 12.99/kWh were reduced to Rs 9.98/kWh during matching. The State electricity regulator approved the resulting portfolio before PPA execution.

This is not round-the-clock procurement. The Short term power contract supplies energy during specified blocks when renewable output may not cover demand. Each Short term power contract must be judged against actual stressed hours, scheduled energy and avoided emergency purchases. A Short term power contract cannot establish that the full forecast deficit will materialise.

Haldia Energy recovered fixed charges in FY26, but its receivable build-up shows why Coal power projects cannot be assessed through plant availability alone. The station achieved 99% availability under a 25-year cost-plus agreement.

Trade debtors increased to Rs 2,939 crore from Rs 1,414 crore. Net regulatory assets stood at Rs 599 crore, while tariff true-ups were completed only through FY21. A direction to refund about Rs 263 crore remains under appeal. The rating review records the exposure, not the final decision.

Revenue reached Rs 2,113 crore and operating profit Rs 869 crore. Total debt to operating profit rose to 5.2 times. Coal power projects need separate tracking of receivables, regulatory balances and group exposure. For Coal power projects, earnings may coexist with weaker cash conversion. This is the central credit issue for Coal power projects.

IRENA expects the global Solar modules fleet to grow rapidly, creating a delayed waste challenge. Capacity reached 2,383 GW at end-2025. Under the agency’s 1.5°C scenario, it must rise above 5 TW by 2030 and 18 TW by 2050.

Cumulative end-of-life panel weight could exceed 200 million tonnes by 2050. Annual waste could rise above 25 million tonnes, exceeding 21% of global electronic-waste weight. China, the European Union, India and the United States may each process over one million tonnes annually from 2043.

Most markets lack solar-specific end-of-life rules. Outside several developed markets, retired Solar modules enter landfill with other electronic waste. News on renewable energy must therefore cover collection and treatment alongside deployment. IRENA identifies repair, certified reuse, recycling and extended producer responsibility as policy tools. India has built a larger Solar modules manufacturing base, but localisation remains shallower further upstream. Parliamentary answers dated 30 June 2026 recorded 48,337 MW of solar production-linked incentive awards and Rs 73,400 crore of investment. Capacity created included about 42 GW of Solar modules, 12 GW of cells and 2 GW of ingot-wafer production, including 3.4 GW of integrated thin-film capacity.

Approved module capacity increased from about 22 GW in March 2023 to about 213 GW, while cell capacity stood near 32 GW. Listed ingot-wafer capacity was about 2 GW, and listed polysilicon capacity was zero. Renewable energy India manufacturing has expanded fastest at final assembly.

Awards do not establish commissioning or utilisation. Solar modules imports declined between FY22 and FY26, while exports increased over the period. Direct programme employment reached about 17,200. Coal Import for blending by domestic coal-based power plants declined from 23.9 million tonnes in FY24 to 6.8 million tonnes in FY26. Coal India also held 122.46 million tonnes of stock on 12 March 2026, supporting a larger domestic supply buffer. But the blending figure has a specific denominator. It does not cover every coal import, and imported-coal-based stations may continue using foreign fuel because of plant design and commercial requirements. Some domestic plants may also need imported blending coal for technical or operational reasons. Revised linkages and SHAKTI provisions seek to increase access to Domestic Coal, but the published data do not identify how much of the 17.1-million-tonne decline resulted from additional domestic dispatch versus inventory use, changing generation or lower blending requirements. The reduction therefore demonstrates lower import exposure in one important category, not complete substitution of imported coal across the power sector.

India's Coal Gasification programme combines approximately 22.6 million tonnes a year of operating or under-implementation capacity with a new Rs 37,500 crore scheme expected to support another 75 million tonnes. Only about 8 million tonnes is identified as already operating, while the remainder depends on projects under implementation or capacity expected from the newly approved scheme. The earlier Rs 8,500 crore programme has approved eight projects and earmarked Rs 6,233.06 crore of assistance, but reported disbursement stood at just Rs 235.52 crore. The government estimates the first eight projects could save about Rs 16,500 crore annually in foreign exchange after commissioning, but that remains an expected benefit rather than a realised saving. The decisive test is therefore commissioned plants producing marketable syngas-derived products, not the sum of approved and prospective capacity.

Adani Power Jharkhand supplied 9,131 MU to Bangladesh in FY26, according to the Ministry of Power's plant-level series, compared with 7,669 MU in FY25. The project has supplied Bangladesh exclusively since FY23. That contractual structure distinguishes its Power Export from the domestic allocation of electricity from central generating stations. India separately trades electricity with Bangladesh, Nepal, Bhutan and Myanmar through bilateral arrangements and power exchanges. The Ministry's country-level table reports 8,362 MU of FY26 exports to Bangladesh, however, which does not reconcile directly with APJL's higher plant-level figure. The reporting boundaries therefore need to be kept separate. The central point is contractual: generation located in India can be dedicated to an overseas purchaser, and installed capacity at the plant does not by itself create a domestic allocation claim.

The Ministry of Coal plans 139 first-mile-connectivity projects totalling 1,319 million tonnes of capacity by FY30, while coal PSUs are implementing eight railway projects within a logistics strategy covering 33 critical rail projects. The programme combines mechanised first-mile handling with expanded Railway Infrastructure and multimodal transport. Yet the latest production figures provide an important counterweight. Provisional FY26 Coal Production fell to 1,040.08 million tonnes from 1,047.52 million tonnes in FY25, while Coal Dispatch declined to 1,018.29 million tonnes from 1,025.33 million tonnes. The infrastructure programme can improve reliability only when mines, conveyors, loading facilities and downstream railway capacity operate together. Commissioning, utilisation, loading time and delivered tonnage—not aggregate design capacity—will determine whether the logistics investment materially improves coal supply.

The Power Tariff case for NTPC's 1,980 MW Barh Stage I remains open as CERC seeks additional evidence supporting a revised Capital Cost of Rs 21,312.11 crore against an original investment approval of Rs 9,567.72 crore. NTPC must provide package-level escalation, reasons for cost increases and auditor-certified reconciliation with its balance sheet. The Commission has also requested support for expenditure claimed under welfare and other heads. Beneficiary utilities can respond before NTPC files its rejoinder. The process matters because incurred expenditure does not automatically become recoverable regulated capital. CERC must first determine whether costs are prudent and attributable before they can affect fixed charges recovered from purchasing utilities. The revised estimate therefore remains a claim under examination, not an approved tariff base.

DERC has relaxed Delhi's normal 10% FPPAS ceiling for the June 2026 power-purchase adjustment. Total permitted FPPAS is 17.94% for BRPL, 17.43% for BYPL and 18.50% for TPDDL. The distributors sought additional recovery after June Power Purchase Cost exceeded what could be passed through under the ordinary billing-cycle limit. The order is narrowly bounded: it permits specified additional recovery for June rather than permanently changing the Power Tariff framework or giving distributors an unrestricted right to recover every claimed cost. Any residual claims and later requests remain subject to DERC's regulations and orders. The consumer effect depends on the applicable distributor, consumption and billing treatment. The longer-term question is whether such relaxations remain exceptional or become frequent enough to dilute the ceiling's role in smoothing monthly bills.

The RDSS Scheme has sanctioned Rs 15,234 crore for SCADA, IT/OT and smart-distribution systems, extending digital Power Distribution infrastructure across 28 states and 45 utilities. The wider programme also includes Smart Metering for 19.79 crore consumers, 52.53 lakh distribution transformers and 2.05 lakh feeders. Yet training expenditure remains modest relative to the technology build: Rs 23.36 crore of a Rs 100.9 crore capacity-building allocation had been used by July 2026, with 14,853 personnel trained. This creates an implementation test beyond procurement. SCADA, GIS, billing platforms and real-time data systems create value only when they are interoperable, secure and actively used by trained utility staff. India Energy Stack could eventually improve common data exchange, but it is still a proof of concept. Operational outcomes—not sanctioned systems—must establish whether the investment is producing a smarter grid.

India Energy Stack proof-of-concept implementation is under way with Power Distribution utilities across Delhi, Gujarat, Andhra Pradesh, Uttar Pradesh and Mumbai. The proposed architecture aims to create standard protocols for secure electricity-sector data exchange, potentially supporting load forecasting, Demand Response, energy transactions and consumer services. Common interfaces could reduce repeated technology integration and support more interoperable Smart Grid applications across utilities. But the programme remains at the proof-of-concept stage. The Ministry has not disclosed completed pilot results, named the participating companies or provided a nationwide implementation schedule. Governance is equally important: data access, consumer consent, error correction, security and liability must operate consistently across interconnected systems. Pilot performance must therefore establish that utilities can exchange information securely and measurably improve services before the India Energy Stack becomes reusable national infrastructure.

Madhya Pradesh's three Power Distribution companies reduced aggregate AT&C Losses to 22.76% in FY25, down from 41.72% in FY21. The reported cost-revenue position also moved from a Rs1.23-per-unit deficit to a Rs0.04 surplus. However, combined borrowings remained Rs49,239 crore, with accumulated losses of Rs71,394 crore. RDSS Scheme execution is still incomplete: feeder segregation and network augmentation are around halfway through sanctioned quantities, while 23,714 of 43,775 new distribution transformers have been installed. Of 1.298 crore Smart Metering installations sanctioned, only 40.18 lakh had been completed. The reform test therefore moves beyond improved state averages to sustained utility-level loss reduction, completion of sanctioned infrastructure and eventual reduction of legacy financial liabilities.

Odisha submitted a Rs6,284 crore proposal under the RDSS Scheme for distribution improvements, including cyclone-resilient infrastructure, but the Centre says the state's privately owned distributors are ineligible for financial assistance. RDSS allows disaster-resilient Distribution Infrastructure, yet central support is restricted to state-owned distribution companies and government power departments. The Centre also said no formal Rs10,000 crore special power-package proposal was submitted after Cyclone Yaas, separating that claim from Odisha's documented RDSS request. The issue exposes a financing gap rather than an absence of identified resilience needs. Private distributors can potentially fund improvements through regulated capital expenditure, while alternative central or state support would require a separate route. Until such a mechanism emerges, Odisha's cyclone-resilience programme lacks the central grant channel available to eligible public distributors.

Chhattisgarh's distributor has asked CSERC to adopt the competitively discovered tariff for a 500 MWh Battery Energy Storage project supported by Rs90 crore of viability-gap funding. Public comments are due by 31 August 2026, with the regulatory hearing scheduled for 2 September, meaning tariff adoption remains pending. The project must be commissioned within 18 months of signing the storage-purchase agreement. The distributor will provide land and connectivity, removing two common development risks while leaving procurement, construction, testing and performance with the project developer. The grant can reduce the annual fixed cost recovered through the Power Distribution system, but project economics will also depend on availability, cycling, degradation and efficiency requirements. Tariff adoption and contract execution remain necessary before the commissioning clock converts the procurement into an operating Energy Storage asset.
