Let's say Shuichi is Katniss (being that he's a detective, I can imagine him being gun trained and in other fighting techniques too, and he would volunteer himself to protect someone he loves - Kaede?) and Kokichi is Peeta (he's nonviolent like Peeta and I can imagine him lying about Shuichi and him being in a relationship) and Kaede is Gale (because Shuichi and Kaede have such a wonderful friendship and it's the first one he has). The contestants can be a mixture of DR characters, whoever you can accept not making it to the end. And Shuichi and Kokichi's mentor could be... Kyoko, perhaps? (I would say Kaito but I think their mentor has to be, at least, a bit older than them and I often imagine DR1 as older than NDRV3. But maybe you could mix up their ages?) And Celestia (or Sonia) could be Effie! Obviously, Junko is Snow but less obviously Tsumugi or Mukuro (both valid options) could be the Games Master!

Maybe you could name the Districts after the places in the games, e.g. Gifted Juveniles District (District 12?), Hope's Peak District (District 1?), Future Foundation District (District 13?), Jabberwock District (???) and Towa District (District 11 - one of the kids could be Rue!). And then make up or use places from other games (include some fun Easter Eggs!) for the other districts.
