I don't think anyone outside of the readers (Later, perhaps in their old age, Percy, Annie and others might do so) has forgiven Luke. The series suggests that he will have a redemption arc. and although his character in the book is also very complex.
What the reader knows is not the same as what the characters know and for most campers, Luke will always be before anything else, the demigod who got many campers k1ll3d (even if it was for a cause)
