the thing about leo is

he wants to be whatever his bros need him to be. and if mikey needed leo to hit him, he would do it even if he didn't want to. and he's capable of roughing mikey up and putting him in his place if it's clear that mikey could not only tolerate it, but actively desires leo to dish out that kind of aggression. mikey is provocative and likes to push everyone to their limits to see what gets him the most attention.

maybe mikey just doesn't want that from leo. but if he did, he could cajole it out of him. leo would smooth over the marks afterwards and he may even feel guilty if he allows himself to think about it too long, but he could do what mikey needed him to do. (i do think leo prefers to be gentle with him, if a little teasing.)

but leo will never be able to give mikey or any of them what raph can give to them, and that is sheer brute force. leo is too safe for mikey to ever feel afraid around, but raph can be flipped like a switch and mikey knows how to control the switch. if mikey wants to feel afraid, he can ask raph to make him afraid. meanwhile, raph can tap into that aggression a lot easier with mikey, because he knows exactly what mikey is playing at.
