That doesn't mean you can't use it as inspiration for your own magical girls. Lots of magical girl creators pull from things that aren't part of the genre (though they may fit a broader definition of fantasy).
Edit: Sometimes it's a different medium entirely--Princess Tutu pulled from ballet, and even opera in some ways (Lohengrin Sword, anyone?).
