[In all seriousness if you’re going to use relatively modern terms like Scotland & England etc then use modern boundaries. Carlisle is in England.
If you mean “”””back in the day””””” (which should be made explicitly clear) then Carlisle was in either of two of the Brythonic Celtic Kingdoms, the Kingdom of Ystrad Clud (Which later became Strathclyde, which is now in what we call Scotland, but obviously not all of the former territory, as if it did indeed include Carlisle, the city is now in Cumbria which is part of modern day England) or Rheged. Which encompasses what we would in modern times call (possibly just parts of, if not the entirety of) Cumbria, and Lancashire.
Tl;dr England and Scotland, did not exist, there were Brythonic Celtic kingdoms, Ystrad Clud became Strathclyd and is in what we would now call Scotland. Carlisle may have been in Ystrad Clud at one point but not Scotland as neither Scotland (nor England) existed at that time. (At least not as we know them today.)]
Saying "Wales and England" is so funny because normal people don't notice at all, and just carry on the conversation, Welsh people who get it just chuckle and carry on, but every now and then... Just every once in a while...

What can I say about this man? We put up with each other. I love him, but not always in a romantic way. I think he feels the same as well.
He really needs to learn how to dress. It’s heinous and a fashion crime. I consider myself the fashion police, so I could not even call them on him.
