It looks like Cuno. It's a representation of trauma held in the body ("fight or flight response", it's a Physique skill that chimes in about real and perceived threats, urging Harry to react). I think Harry sees a lot of his younger self in Cuno, even if their specific traumatic experiences are different (Harry's father was most likely not in the picture while Cuno is abused by his father) - Harry was part of a street gang in his childhood (Fifteenth Indotribe thought project) and I imagine whatever haze Harry has of being a kid frequently left to his own devices, someone curious and sensitive forced into a dangerous, rough-and-tumble lifestyle by his environment and circumstances, etc. are things he sees in Cuno.
