इन पुस्तकालयों में बच्चों से लेकर बूढ़े तक हर उम्र के लोगों के लिए किताब मौजूद रहती है। इन पुस्तकालयों में साहित्य, संस्कृति और इतिहास आदि से जुड़ी किताबें मिलती हैं। लोग न सिर्फ इन किताबों का लाभ ले सकते हैं, बल्कि यहां कोई भी व्यक्ति किताब दान भी कर सकता है। जानकारी के मुताबिक, यहां किताब प्रेमी किताबों के रूप में जमा की गई पूंजी को समाज की भलाई के लिए दान कर देते हैं। खास बात तो यह है कि इन पुस्तकालयों की निगरानी के लिए वहां कोई मौजूद नही होता है।

पुस्तकालय पर लिखा हुआ रहता है, 'पढऩे के लिए यहां से किताब लीजिए और दान कीजिए।' लोग यहां से किताबें ले जाते हैं और उसे पढ़ने के बाद फिर से जमा कर देते हैं। लोगों की सामूहिक सामाजिक चेतना से ये पुस्तकालय चलते हैं। यहां हर गांव में ग्रामीण पुस्तकालय भी है, जिनको गांव के नागरिक समाज संगठन ही स्वेच्छिक संचालित करते हैं। इसके अलावा यहां चर्च में भी पुस्तकालय है। मिजोरम में उच्च साक्षरता पुस्तकालय संस्कृति के होने का प्रमाण है।
