Theory: The croaky hoarse voice that most Ghouls in Fallout have isn't the direct result of their ghoulification, but a side effect of them screaming in agony during the process. Their vocal cords never heal afterwards, leaving them eternally hoarse.

Ghoul Horse Girl moment Ghoul...I know there hasn't been ghoul horses in the Fallout series, but like there is a possibly a chance...let me have a moment darn it...year of the horse...running out of buzz words. Though ghoulifying a horse was a bit hard...I mean I used Brahmin and Radstags to help with it.
