This is something that Alex thinks about often, due to the nature of her job. She doesn’t believe that she is a good person. She sees Kara as the good sister, and she is there to what Kara cannot. There are times that she hates herself for the actions she has had to take, the top of this list being having to take the life of Astra. She doesn’t consider herself to be a good person, because she is willing to do bad things for the right reasons.
This said she doesn’t consider herself a bad person either. At at the end of the day her actions are always made to protect people that she cares about, so she is able to justify them just enough to be able to make it through the day.
