And like Magmar, Lickitung, Jynx, Porygon and Mr. Mime it seems to me like one of those Pokémon that were never really designed to have evolutions, but rather meant to exist as curious one-offs to add diversity to the roster, and for that purpose, yeah, Electabuzz is a decent design.

But it becomes the awkward middle child when we introduce its later evolutions, Elekid and Electivirre. Elekid is literally an electric plug, and an adorable one at that, with its gregarious little face and stubby body, and Electivire is... an electric mix of a gorilla and the abominable snowman? With tentacle tails? Beyond that, though, it complements Elekid, because on its back, what should there be but an outlet to match Elekid's head, which is a solid bit of design theme continuity... that doesn't interact at ALL with Electabuzz, who feels very separate from their themes.
