You did not say which specific instances you are referring to when Jimin has called Jungkook dongsaeng but here is a brief explanation about that word:

“Dongsaeng” is a gender-neutral term that refers to someone who is younger than you in age. It isn’t strictly to be used for familial relationships the way “남동생/namdongsaeng” (little brother) or “여동생/yeodongsaeng” (little sister) might be. “Dongsaeng” is a classification with familial connotations to indicate closeness. One of the things that is often lost in translations is the tone of voice and the context. Most K-Army will say, when Jimin has referred to JK as his dongsaeng, Jimin does not mean it as if JK is literally his brother. My recommendation is to not get hung up on that because there is 9 years worth of content (please watch original content, not fan-edited videos that put a spin on stuff) to see the context of their relationship.
