She is 100% just as unhinged and devoted to Plaguebringer as her parents (in JediCreed's lair) If it weren't for the Emperor cult thing she'd probably do well in The Sanctum, but they share their deity's disdain for the undead monstrosities.

Instead she found herself in the massive city commonly knows as 'Neon Alley' in Lightning territory. Here she began to seek out like-minded dragons and indoctrinate them with promises of fortune and power, forming the 'Those Who Devour the Moon' cult.

Those Who Devour the Moon primarily conducts their business in the city's Underground, which is (quite literally) under ground, in old subway tunnels no longer used. You can find their headquarters by following the runes if you know what you're looking for.

Generally those who find the way have been personally invited in the form of a mysterious note.

That note says:

"May the Emperors lead you home. Know your friends by their mark."

If you're lucky (or unlucky?) enough decipher what that means then you might just find them.

Cos’è l’eroina? 

L’eroina è una droga da strada, ricavata dalla morfina, componente dell’oppio. La sostanza pura è di colore bianco cristallino, ma la si può trovare in commercio anche di color grigio, o marrone. Prima della sua proibizione, l’eroina, venne utilizzata dall’ azienda farmaceutica Bayer, per le sue proprietà sedative e  antinfiammatorie, e si riteneva, che essa, potesse curare e disintossicare i cocainomani. 

I ricercatori farmaceutici, però, sottovalutarono gli effetti dannosi e micidiali, che questa sostanza poteva causare, e in breve tempo l’eroina divenne una gravissima ed urgente emergenza sanitaria. Tutt’ ora è considerata la droga più pericolosa.
