gosh. the official da rpg is... so unnecessarily clunky fhdskfjg. even aside from the evil dog mage. i don't think this is very good gm advice
like. imo. instead of this random "ha ha let's not talk politics over the table, fellas!" ted talk, what WOULD be helpful is: a basic list of stats of an alienage/fereldan town/mage circle/dust town district/whatever. like just bullet points laying out the average population/literacy level/crime rate/religiosity/industries/leadership hierarchy/nuance/baldness of each type of place.
and then, a few prompts for possible threats or events your pcs could face in there - idk, throw in some random tables. there could be aggressive nobility/a charismatic union leader who's rapidly spurring people into action/power vacuum bc the old leader just died/fade haunting stuff/dalish vs chantry influence in an alienage, etc. easiest possible way to whip up a quick quest is to roll on a table like that and then you can go "ummm today's problem is that [rolls dice] the hahren has been poisoned and also [rolls another dice] tax season is coming in and the arl just raised it" or something.
done! and then you have the factsheet to fill out how that quest plays out and what it looks like, and you're set within like half an hour haha. girl help. it's so much page space for what is is just basically rambling fhdskgjdshf
