Seriously tho, the number of culvert pipes that are designed as just-barely large enough is kinda funny. Like, we design for the 25-year storm on them, but if you get a 100-year storm, we just say fuck it as long as it doesn't overtop the road by more than a foot, whatevs. And even that still results in like double 24" barrel culverts in like residential areas and its wild.
