Steph puts a lot of thought into her gifts.
Had this idea that villains, rogues, anti heroes and goons to an extent are unionized and have benefit schemes like medical expenses, dental, pension etc that cover their families as well. It's fairly honest by villain standards with the main catch is that one has to be a member and have committed or participated in accepted crimes within a period of standard days to recieve benefits.
And I thought of Jason, overhearing Steph complaining about some school fees she has that her mom is freaking out over and him being confused because as Cluemaster's kid she would get money from the union since he did kinda-sorta fit the criteria and Steph and her mom should be entitled to get some expenses paid for? Steph, of course, refuses at first but comes around to the idea that the money is better off healing the damage her dad did and providing for her and her mom in a way he never did, so she has Jason as Red Hood apply for her benefits on her behalf and Harvey Dent who takes this shit seriously is so mad that the union just "forgot" to inform Cluemaster's family of their benefits that he decides to take over and run it more efficiently.

idk why people treat steph as a dumb blonde when in her literal first appearance she is framing & impersonating her father convincingly enough to mislead batman .
