Everyone arguing Plutarch is a bad person, please go and read up on spy operatives throughout history. The man was a deep cover agent for the rebellion for 20+ years. He worked right under President Snow's nose and managed to successfully plan and execute a rebellion that overthrew an authoritarian government.
Look at Washington's spies during the Revolutionary War. Did he view them as expendable? Absolutely. Was he getting his hands dirty directly? Of course not. The man had a revolution to manage.
You'll argue Plutarch took advantage of the tributes and that he pushed Katniss into the Mockingjay role. How is he any different from Beetee? Yes, Beetee was in an impossible situation after Ampert was reaped, but he still involved Haymitch. He still involved Wiress, who had only just one her Games and couldn't have been more than nineteen. He risked the lives of every child who unknowingly snuck explosives into the arena.
How is Plutarch any different than Cinna? He literally turned her into the Mockingjay by altering the dress for her interview. Cinna designed an entire suit costume for a teenage Katniss that was complete with armor to protect her, meaning he knew the role of the Mockingjay would put her in danger.
Cinna sewed the nightlock pill into the shoulder of the Mockingjay suit to ensure that if Katniss was captured, she would have the ability to end things before she could betray the cause.
Was Plutarch a morally gray man with questionable alliances? Yes, yes, he was. But that's the entire point. There's something called the greater good, and that's what Plutarch helped potential rebels like Haymitch understand. They may risk everything for a future that they would never see, but it didn't stop them. Plutarch himself admitted that they may never manage to succeed in ending the Games in their lifetime, but that it shouldn't stop them from doing everything in their power to make it happen.
Where would we be today if the people who came before us had simply stopped trying to make change happen because they realized it wouldn't happen in their lifetime?
