I think it’s a great mischaracterisation of Snow to portray him as raping the Victors he sex trafficked (or any other way the Victors might be mistreated or anyone else the Capitol trafficked, because it probably not just the relatively small population of sexually exploited Victors). This is the very same man who never participated in bullying Sejanus solely because he considered the active bullying beneath him. This isn’t to say that Snow would have moral objections to the Victor trafficking (be it sexual or otherwise), after all, he considers District people subhuman, but he’s too calculating to indulge in such a carnal activity.
after the war, there is a conscious effort to reframe language around the Hunger Games - namely, not referring to people as victors who won, but survivors of the Hunger Games. they are listed on memorials with no asterisk or anything by their names that would set them apart from the other children that were reaped.
and this is all fine and good - until Haymitch absently references something from the year he 'won' and someone comes out of the woodwork to correct him that it's actually 'survived,' you know.
Given that the tributes from at least the 50th games had their training at the High School Academy, I wonder how they felt about their spaces being taken over by the games.

It just dawned on me that Seneca Crane took over as head Gamesmaker for the 72nd Hunger Games... and Plutarch says Head Gamesmaker has never been the most secure profession.
Johanna won the 71st, so it makes you wonder just what really happened in her games that it led to the probably end of Seneca's predecessor...
The fun part about headcanoning Seneca Crane as a lifelong hunger games fanatic who watched every single season since he was a kid, never missed a re-run of the 50th edition, knew all the statistics, learned the names of everyone involved in the production dreaming to join them one day, and Plutarch as getting into gamemaking later in life than most, is that by the time he’s promoted to head gamemaker Seneca is ABSOLUTELY getting starstruck at the idea of having this heavy hitter working under him, like
Plutarch, pretending to smoke a cigar even though he hates the taste because everyone else is smoking and drinking and he needs to look like he’s having a good time if he wants to blend in and overhear something interesting at some super exclusive afterparty: ahah when you graduated the academy I had already filmed a quarter quell, a victory tour, and won an award for best editing in a reality show, I find it quite amusing :)
