Context:
As much as I love this old man, I'm very into his prime days at C-SEC or a little past his prime with just a few years under his belt before retirement. Yes, that grey area of deliciousness, thank you very much.
I'm equally aware that the armor doesn't seem very close to canon. We're doing our best. T__T.

I can't stop thinking about something since replaying Mass Effect 2, and it's the choice, or lackthereof, to oppose abuse at the hand of a state-like authority depending on context. I think it's somewhat revealing that, while you can intervene in the violent beating of the prisoner in Purgatory by the guards and some in your crew will be horrified at it, you are basically "forced" to take Bailey's shitty answer about why it's okay that C-Sec beat their own prisoners because it's apparently like "maintaining order in New York" (???) and can never investigate the matter further (which, I suppose, has to do with the fact you actively participate in such abuse of power later on). I'm not saying we should have had an option to stop the violence on suspects necessarily (it could have established something about either Bailey or Shepard's lack of power in ME2 if we could try to make it stop and fail/be ignored), but I still think it's interesting the game basically makes Shepard consider that explanation reasonable and unquestionnable. And in a narrative design, the choices that you are not allowed to make as a player are sometimes more meaningful than those you can make.
I love Mass Effect 2, but it has some weird moments in relation to whom is legitimate to wield violence, and who isn't.
(also, if your Shepard is Earthborn, I don't think all of them would love the company of cops who beat up young delinquants without repercussion, just saying)
The Citadel: Mass Effect 2
The Citadel is an ancient deep-space station, presumably constructed by the Protheans. Since the Prothean extinction, numerous species have come to call the Citadel home. It serves as the political, cultural, and financial capital of the galactic community. To represent their interests, most species maintain embassies on the Presidium, the Citadel's inner ring.
The Citadel Tower, in the center of the Presidium, holds the Citadel Council chambers. Council affairs often have far-reaching effects on the rest of the galactic community. Five arms, known as the wards, extend from the Presidium. Their inner surfaces have been built into cities, populated by millions of inhabitants from across the galaxy.
The Citadel is virtually indestructible. If attacked, the station can close its arms to form a solid, impregnable shell. For as long as the station has existed, an enigmatic race called the keepers has maintained it.
